David Hrabchuk is a construction executive and infrastructure advisor with over 25 years of experience delivering complex civil, utility, and major capital projects across Western Canada and the Yukon. As Founder & Principal of Arlo Consulting Ltd., David provides independent advisory services to owners, agencies, and project stakeholders — supporting feasibility studies, technical reporting, procurement strategy, and project delivery from early planning through execution.
With a strong background in heavy civil construction, utilities, transportation infrastructure, structural concrete, building construction, water and wastewater facilities, reservoirs, and mining and environmental remediation, David brings a practical builder’s perspective combined with strategic project leadership. His experience spans public and private sector projects, including municipal, provincial, federal, Indigenous, and remote northern developments.
David is widely recognized for his expertise in estimating, pre-construction planning, and project assessments, helping clients evaluate opportunities, manage risk, and make defensible decisions at critical project milestones. He has led multidisciplinary teams through complex delivery environments, navigating regulatory frameworks, stakeholder expectations, and politically sensitive infrastructure initiatives.
In addition to advisory and preconstruction services, David provides Contract Administration support under MMCD, CCDC, and CCA contract frameworks. His experience includes administering construction contracts, supporting owners and consultants through procurement and delivery, coordinating change management and documentation processes, and helping maintain compliance with contract requirements, schedules, and project controls.
David’s leadership style reflects a builder’s mindset — grounded in accountability, collaboration, and practical problem solving — with a strong focus on quality, safety, cost certainty, and successful project outcomes.
